For many teenagers, navigating privacy settings online is a minor inconvenience — a few toggles, a quick decision, maybe a moment’s hesitation before clicking “accept.” But for others, those same moments can be confusing, overwhelming, or even distressing.
The difference often goes unnoticed.
As digital platforms become the infrastructure of childhood — shaping how young people learn, socialize, and express themselves — the systems designed to protect them are quietly revealing a flaw: they are not built for everyone.
And in particular, they are not built with neurodiverse children in mind.
A Design Assumption That Doesn’t Hold
Privacy tools tend to operate on a set of unspoken assumptions about how users think and behave. They assume a baseline level of reading comprehension, attention, and abstract reasoning. They assume users will interpret risks in a predictable way. They assume that when presented with a choice, people will understand its consequences.
For many adults, these assumptions are imperfect but manageable. For children — and especially for neurodiverse children — they can break down entirely.
Consider a teenager confronted with a privacy prompt: a dense block of text, a pair of buttons, perhaps a warning framed in vague or technical language. For some, it is simply ignored. For others, it triggers anxiety — a sense that the “wrong” choice could have consequences they don’t fully understand.
And for some neurodiverse users, the interaction itself may be inaccessible, not because the feature does not exist, but because it was never designed with their way of processing information in mind.
The Invisible Gap
The problem is not that privacy protections are absent. It is that they are unevenly experienced.
When designers test new features, they typically rely on user groups that reflect a narrow slice of the population. These groups often exclude individuals with different cognitive profiles — including those with attention differences, learning disabilities, or other forms of neurodivergence.
The result is a kind of invisible gap. A feature may pass every internal benchmark. It may meet regulatory requirements. It may even be praised as “user-friendly.”
And yet, for a significant portion of its intended audience, it does not work.
That gap is difficult to detect without direct input from the people experiencing it. It is not obvious in metrics or dashboards. It does not surface in standard usability tests.
It reveals itself only in lived experience — in hesitation, confusion, avoidance, or misplaced trust.
When Protection Creates Pressure
Privacy tools are often framed as safeguards, but they can also create emotional strain. For young users, particularly those who process information differently, the act of making privacy decisions can feel high-stakes.
There is the fear of getting it wrong. The uncertainty about what data is being shared. The pressure to act quickly in environments designed for speed, not reflection.
These pressures are amplified for neurodiverse youth, who may experience heightened sensitivity to ambiguity or difficulty interpreting abstract risks. In these moments, a privacy feature can shift from being protective to being burdensome.
In some cases, the response is avoidance — clicking through prompts without engagement. In others, it is overcorrection — restricting access unnecessarily out of caution.
Neither outcome reflects informed choice.
Beyond Compliance
Much of the current conversation around children’s privacy is shaped by regulation — age-appropriate design codes, consent requirements, and data protection laws. These frameworks are important, but they tend to focus on what companies must do, not how those actions are experienced by users.
The distinction matters.
A system can comply with the letter of the law while failing in practice. A feature can be available without being usable. A safeguard can exist without being understood.
For neurodiverse children, this gap between compliance and experience can be especially pronounced.
The Case for Inclusion at the Start
The most effective way to close this gap is also the most straightforward: involve a broader range of users from the beginning.
That means designing testing environments that reflect real-world diversity — not just in age or geography, but in how people think, process information, and interact with technology.
It means observing how different users navigate privacy features, where they hesitate, where they struggle, and where they disengage.
And it means treating those observations not as edge cases, but as essential inputs into the design process.
When neurodiverse young people are included in testing, the insights can be immediate and practical. Language becomes clearer. flows become simpler. Defaults become more intuitive.
Most importantly, the tools begin to function as intended — not just in theory, but in reality.
A Broader Question About Technology and Equity
The issue extends beyond privacy settings. It touches on a larger question about how technology is built and for whom.
Digital systems increasingly mediate access to education, social interaction, and public services. When those systems are not designed with diverse users in mind, they risk reinforcing existing inequalities.
For children who already face structural disadvantages — including those with disabilities, those from minority backgrounds, or those navigating systems without consistent support — the consequences can be significant.
Access becomes uneven. Protection becomes inconsistent. Participation becomes conditional.
And the very tools meant to create safety can inadvertently exclude those who need them most.
Designing for Reality, Not Assumption
There is a growing recognition, both within industry and among policymakers, that diversity must be reflected not only in outcomes, but in the processes that produce them.
In the context of privacy, this means moving beyond abstract principles and into practical design decisions — the wording of a prompt, the placement of a button, the structure of a choice.
It means acknowledging that users do not all experience technology in the same way, and that those differences are not anomalies to be smoothed over, but realities to be addressed.
And it means understanding that effective protection is not measured solely by what a system does, but by how it is used.
The Quiet Work Ahead
There is no single solution to the challenges outlined here. No universal design that will work for every user in every context.
What exists instead is a process — iterative, sometimes imperfect, but necessary.
It begins with listening. With observing. With questioning assumptions that have long gone unexamined.
It continues with testing, refinement, and a willingness to adapt.
And it requires a shift in perspective: from designing for an average user to designing for the full spectrum of human experience.
For privacy professionals, product designers, and policymakers alike, the task is not simply to build systems that protect children. It is to ensure those systems are accessible, understandable, and usable by all children.
Because a privacy tool that cannot be used is not a safeguard.
It is a missed opportunity.
